As part of the solidarity campaign with civil society in Belarus, we invite you to a concert of Belarusian music, which will become a cultural opening event of the Cross-Border Cooperation Congress Lublin 2021.
In this difficult time for Belarusians, the intensified repressions against representatives of the media, the world of science and culture, ordinary citizens by Belarus government and the regime of President Alexander Lukashenko, Lublin, like other cities in Poland, expresses solidarity with them in the struggle for freedom.
The concert will feature Belarusian artists who had to leave their native country and continue their musical career in Poland.

ISNA TRIO

The band consists of three experienced Belarusian musicians - Siarhey Douhushau (Vuraj), Alexey Varsoba (Port Mone, RozdIlovI) and Andrey Evdokimov (Diafilm Live), who emigrated from their country in 2019-2021.
In June 2021, inspired by the atmosphere of misty meadows and Central European poetry, they created the Isna Trio. Artistic meetings Rozstaje took place then in Gorajec, a village on the Polish-Ukrainian border. In addition to musicians, a dozen writers and literary translators and visual artists from Poland, Belarus, Ukraine, Slovakia, Hungary and Latvia have entered into the creative crucible. For eight days they have cooperated, exchanged ideas, talked about art.
One of the key results of these workshops is the Isna Trio. Their fairytale music echoes the works of contemporary poets from Central and Eastern Europe. The band's compositions were inspired by Tamás Jónás (Hungary), Agata Jabłońska (Poland), Dainius Dirgėla (Lithuania) poems.

YEGOR ZABELOV

Yegor Zabelov is one of the most distinctive accordionists in Eastern Europe: he is a composer, author of music for theater performances and films. Zabelov's music can be described as an experimental mixture of accordion, avant-garde, jazz and neoclassical sounds. After performing throughout Europe in a duet Gurzuf, Yegor focused on his solo career. He draws inspiration for his compositions from such minimalist classics as Philip Glass, Steve Reich, Michael Nyman, as well as Arvo Pärt, Finnish experimental accordionist Kimmo Pohjonen and the jazz trio Esbjörn Svensson Trio.

ANA ZHDANOVA

Ana Zhdanova is a Belarusian singer performing nostalgic music mixed with dance notes straight from the 90s and 2000s. Ana began her musical career as a guitarist and continued her career as a producer, expanding her musical horizons. Ana's music is universal, everyone will find something for themselves. The most important voice in her musical compositions remains a voice that soars subtly in moments of memory and sadness.

NAVI BAND

NaviBand is a Belarusian indie pop group founded in early 2013 and representing Belarus at the 62nd Eurovision Song Contest (2017).
The group performed in Poland many times, including at the Halfway 2014 festival, at the Basowiszcza festival in 2015, at the Bardovskaya Autumn festival in 2014, 2015 and 2016 and at the European Culture Stadium festival in 2019. In 2016, the band also played a concert in Warsaw. The group has also performed many times in Russia, Latvia, Ukraine and the Czech Republic.
In 2020, during the protests in Belarus, the duo released two songs in support of the protesters: Others and The Girl in White, dedicated to the women protestors.

The Lublin Triangle (Lithuania, Poland, Ukraine) is an attempt to strengthen regional cooperation, referring to the centuries-old tradition and historical, political, social, cultural and geopolitical ties. Especially from a geopolitical point of view, a democratic and free Belarus could naturally strengthen this structure - especially in the face of Russia's actions aimed at consolidating its influence in Belarus. The states that make up the Lublin Triangle have been paying particular attention to the political and social situation in Belarus over the past year. In the near term, this situation will remain one of the key topics in the discussion on the form of international relations in our region. During the panel discussion, we would like to consider the convergence of the interests of the participants of the Lublin Triangle vis-a-vis Belarus, the possibility of deeper institutionalization of cooperation and building a recognizable identity of the initiative.

The considerations of diplomats will be complemented by the views of the practitioners of cross-border cooperation – city mayors from the region.

“The REM sleep” EXHIBITION

Zmicer Waynowski’s project “the REM sleep” is a photographic record and a testimony of the tragic and inspiring events unfolding in contemporary Belarus. It’s also an examination of the paradoxical phenomenon of non-violent protests of the Belarusian people.
The Protest becomes the main form of art, and the Street – the country’s main artistic platform. Reflection, thinking, and artistic statements come later. Here and now, we are first of all participants, documentarians, and curators…

...Like Josef Koudelka during the documentation of The Prague Spring of 1968, Waynowski got "too close" to the depicted events. However, despite unprecedented pressure exerted by the regime on independent and foreign journalists and every person with a camera, he succeeded in capturing and recording all main themes of these complex and dramatic happenings. The photographer focuses on being a part of the protest, being with people, showing solidarity and unity. The surprising and beautiful document, his artistic statement, is a work in progress, much like peaceful Belarusian protests. In the contemporary digital world, his choice of tools – a classic camera with a black-and-white film - writes itself into the paradoxical history of protest which in this way becomes an aesthetic revolution.

In November 2020, Zmicer Waynowski was detained during the weekly "Pensioners' march". He was sentenced to 13 days in prison under the infamous Article 23.34 of the Code of Administrative Offences. That was the last time he worked as a street photographer in the country’s capital. After serving his sentence, he was subjected to further punishment and repressions and forced to leave the country. He now lives in Lublin, Poland.

Alena Pratasevich, the curator of "the REM sleep" project

The 2020 presidential elections in Belarus were characterised by an unbelievable level of fraud, which led to massive street protests that lasted over six months and, in some form, continue until today. Among the protesters gathered in the streets were those driven by an unquenchable desire for change and those with an inherent fear of the unknown. This “collective body” of the street was important for the photographer to dive into in order to find individual bodies. And what he found was that the poses, gestures and "dialogue" of these bodies are alarmingly "academic" and repetitive but they also invite new interpretations.

"For this feat, I picked up a 1980s camera, loaded a black-and-white film and dived into the crowds to get as close as possible to the heart of the events. I've called my project "the REM sleep". Everything that’s happening in the Belarusian society feels like a paradoxical dream. It's like the REM phase, characterised by increased brain activity. One of its symptoms is rapid eye movement. When you look at the eyes, you feel that the sleeper sees something bright and colourful and is about to wake up, having committed to memory what they’ve experienced. I’ve tried to capture this sense of restless sleeping with patterns of alternating fast and slow phases.
I don't know what our society dreams about, which stages of sleep repeat images and which produce something new. But I know for sure that I want to be there when those eyes open".

Public consultation is a significant component in the decision-making process of local authorities. Youth and adolescents, often unrecognized and neglected in conventional social consultations, are of a particular interest. Due to the increased migration processes in the recent years, youth involvement in the local community development has been fundamental for mid-sized cities in the years to come. The opinion of this social group is as meaningful as the opinion of fully-grown residents. Moreover, it is worth ensuring education on civil society for youth and children from an early stage. Concurrently, consultations with young generation call for reliable technique and approach. The panel enables to examine the groundbreaking and experimental consultations carried out in 2009-2019. It is dependent on the experience based knowledge collected by Borys Martela in the report "Consultations with children and youth".

The acquired skills and insights of respective hubs varied both in methodology and in subject. The Organising Committee, representing both the public and NGO sectors, used various methods compliant with the provisions of Integrated Child Impact Analysis. Deliberations applied to the youth participation process in the strategic documents development, spatial planning, particular purchases and a Youth Centre development. A variety of methods were used for each consultation, including: study tours and field trips; photo-walking; workshops with the use of, among others photos, maps and mock-ups; surveys; public appearances. Numerous potential development paths (of a dreamer, realist and critic) were also analysed through the lens of various inhabitant groups. In a few cases, the consultation was combined with an analysis of which activities can/should be implemented by the adolescents themselves.

The panel together with Partners' Forum will facilitate more effective communication and exchange of experiences, promote Best Practice Contest and will launch cooperation in novel consultations in the Eastern Partnership countries (as it was with the civic budgets dissemination in Ukraine based on the Polish example).

FRAU MIT AUTOMAT

Frau Mit Automat is a deeply autobiographical drama, which is divided into several parts and represents different identities of a woman: a Wife; a Mother; a Mistress; a Victim; a Fury.

The text is based on the experience of the authors` generation, growing up in 1990’s after the split of the USSR, also on the reflection “what is it to be a woman”, are combined with other literary and ideological sources – O. Wilde’s tragedy Salome; a monograph of Belarusian sociologist and researcher Anna Shadrina; S. Smirnov’s book Brest Fortress; poem of Marina Naprushkina, a Belarusian artist, or citations from Joan Ringelheim’s paper Women and the Holocaust: A Reconsideration of Research.
The solidarity among women, the need to protect and care for others, provide a new context for women’s stories, fates, and survival instinct under the current Belarusian oppressive regime. In epilogue testimonies of women from 1940’s are confronted with almost identical testimonies of today’s women from the Okrestina Detention Centre and other Belarusian prisons. There lies a strong political and critical aspect of the performance – not only in the context of the Belarusian hard struggle for democracy, but also in the context of the global #MeToo movement. The text offers an insight into the author’s intimate and private sphere (memories of men who dominated her in various forms in her private life; a terrible memory of violence in her teenage years, controversial motherhood experience under social pressure) and connects the experience of women in the past and now. The play is an artistic contribution to the discourse on gender equality and raises questions that are not necessarily limited to the context of Belarus.
Each scene represents different types of theatrical poetics and genres: opera, stand up, puppet theatre, physical action, documentary theatre. The performance is accompanied by live music composed and performed by one of the best Belarusian composers Olga Podgaiskaya.

Theatre Kryly Khalopa (from 2001 to 2011, the Free Theatre) was founded in 2001. The main aim of the theater was the embodiment of a critical view on the problems of society in a performative form.
From 2001 to 2016, the theater staged more than 10 street performances, 15 performances (including 5 street performances). The performances were presented at more than 50 international theaters and cultural festivals in Poland, Russia, Ukraine, Belarus, Denmark, France.
The theatre actors held several master classes in Belarus, the USA, Poland, France, Ukraine, Russia and Lithuania. Since 2016, the Kryly Khalopa Theater has created the School of Collective Art, which enrols non-professionals to the theater studio every year in Brest.
The theatre not only creates performances, but also organizes exhibitions, film screenings, meetings and other cultural initiatives, has a theatre library, exchanges experience with theorists and theater workers from Belarus and abroad.
In 2014, the theatre opened KH Space in Brest, which works as a theater, gallery and platform for cultural events.
In 2017, it initiated and produced an audio show about the destruction of the Jewish community in Brest on the Brest Stories Guide mobile app.
In 2018, the theatre received the UN Golden Dove Award for its significant contribution to the protection of human rights and dignity.

The Eastern European Theater scene, along with the entire avant-garde movement, influenced on critical thinking about contemporary art and the condition of citizens, promoting significant demonstrations for many times. Is the Polish variant of Mickiewicz's opera Dziady, directed by Dejmek in 1968, repeatable, or does the play require new tools and reflection regardless of the political context? How does theater function in a situation of political threat?
To what extent do external social conditions favor the development of performing arts and when do they ideologize the role of engaged art?
The meeting with Brest’s artists of the Kryly Chalopa Theater, which celebrates its 20th anniversary this year.

On the other hand, innovative ideas will not always develop into a profitable business, either. Therefore, the process of startup incubation conducted by an experienced manager is so worthy of attention. This workshop will be based on startup know-how development: i.e. how to start the startup, acquire financial contribution (sponsors, angel investors, venture capital), manage startup development and expansion strategies along with management priorities during particular stages of startup development. The workshop will be a meeting place to exchange experiences related to the development. Puławy Science-Technology Park is the project realized in the years 2007-2012 by the municipality of Puławy, co-financed by the European Union under European Regional Development Fund and the state budget under the Operational Programme Development of Eastern Poland for the years 2007-2013.
The official opening of the facility took place on 25 May 2012. The value of the project was approximately 78 million PLN, 69 million PLN was co-financed by the European Union.

PARK’S OFFER
Puławy Science-Technology Park offers more than 12000 square meters of modern office, service, production and laboratory space with access to training and conference facilities.
The Park complex is formed by three two-storey buildings equipped with effective heating and air conditioning system and access to advanced IT network. The object has reception, lunch-bar, guest rooms, safety and security systems, camera monitoring and parking space for 400 vehicles.

TECHNOLOGY INCUBATOR

The Entrepreneurship Centre is the place created in particular for entities leading activity conference and training, teaching and consulting. It is composed of five modular conference room which can accommodate up to 300 people.
Each of the modules is equipped with modern multimedia equipment for videoconferencing and wideband Internet access. For small business meetings intimate conference rooms are offered. The Entrepreneurship Centre infrastructure is complemented with business rooms, exhibition area which allows for the presentation of the company, catering facility and guests rooms. Taking advantage of the riches of our region, we arrange active rest for conference participants, and local restaurateurs and producers of regional food cooperating with us will prepare a tasty meal for you. The conference and training facility of the Puławy Science and Technology Park is currently the most modern facility of this type in the Lublin Province.

TECHNOLOGY CENTRE
The Technology Centre is a specially formed space, which will enable support for transferring new technologies to business. The Puławy Science-Technology Park offers entrepreneurs equipped office facilities, equipped laboratories, adaption and production facilities. All facilities are air-conditioned, equipped with mechanical air circulation, installation of central heating, individual electric system, access to the network LAN and WiFi.

The role of local media in building a community can hardly be overestimated. They inform about events, control local authorities and other social and political life participants, educate and encourage action. They unite and sometimes separate the inhabitants. In recent years, they keep helping to maintain contacts with migrant residents of the region, to establish relations with new residents and in cross-border cooperation. As part of a panel discussion, prominent media representatives from Poland, Moldova and Ukraine will try to answer questions about the role of local media in integrating migrants, building good neighborly relations and international solidarity at a time when our region is experiencing growing government interference in the media market, including local media, as well as attempts to consistently reduce the role of local authorities.

The beginning of the 21st century witnessed the emergence of the phenomenon of "young" prose debut. Sensational prose debuts of 15–20-year-old female and male authors in the early 2000s (Dorota Masłowska, Mirosław Nahacz, Agnieszka Drotkiewicz, Małgorzata Nowicka, Magda Michałowska, Karolina Romanow) were not only a Polish phenomenon. Similar trends were very clearly marked in Ukraine (debuts of Lubko Deresh, Irena Karpa or Sofia Andrukhovych), Russia (Irina Denezhkina), France (Flavia Bujor), the United States, etc. It was 20 years ago that young prose writers managed to attract attention of a wide group of readers to the latest literature, achieve media and financial success. The appearance of young writers on the literary market was associated with many phenomena of contemporary culture, it corresponded to the spirit of the time – the time of a specific fetishization of youth.

Teen and twenty-year-old authors proposed the so-called "new diction", their own language of describing the world, a new, chatty narrator and a new type of plot. There were many common features and characteristics between the young Polish prose fiction and that written by their peers across the eastern border. Young authors wrote about their peers and their way of seeing the world, but it is difficult to put them in the same box called "youth literature". The latter has a long history, definition and refers to the pantheon of recognized and famous names. It has its indisputable place in the history of national literatures and a specific place in the reading market. By creating a world with a young protagonist / hero in the center, a young author creates literature that actually does not fit into the canon of the so-called young adult literature, both for linguistic reasons (the use of non-normative language) and the topics that are taken up. Over the last decade, representatives of the so-called Millennials – people born after 1989 – have started to gain a voice. Their high-profile prose debuts (Dominika Ożarowska, Dominika Dymińska, Daniel Kot, Dorota Kotas, Natalka Suszczyńska) undoubtedly became a significant voice of this generation that spoke and wrote about itself, a generation that did not remember communism, grew up in the conditions of the free market and media, shaping its own personality in a country that is part of the European Union. Sociologists and literary critics were equally interested in their writing, assuming that literature tells a lot about the society in which it arises, and that we can "read" the society through it. The image of this generation that emerges from the literature created by its representatives may sometimes be shocking, may make someone sad or even disturbed, but it gives everyone a lot of food for thought. Currently, a generation of Post-Millennials, the so-called Generation Z, occupies its niche, takes the floor, and will soon decide in which direction our society will develop.

So what is the youngster’s place in culture and literature: in Poland and our closest neighbours – in Ukraine, Lithuania, Belarus? Is he or she seeking for such place? On the one hand, what is the place of young authors who can create texts that are mature, sophisticated in form for their age and addressed not to their peers, but rather to older, well-prepared readers? And on the other hand, what is the situation of the body of literary texts referred to as young adult and new adult literature, which is written by authors who are at least one generation older? What is the profile of the young recipient of culture, including literature? What can the latest literature in Poland and its neighbouring countries offer him/her, how does such literature fare on the readership market? What challenges is it facing? What books does the teenage audience reach to and do they still do it? Is there a place and a demand for books for teenagers? Do the translations of world bestsellers drive the development of young adult literature in particular countries? What was the impact of the "rejuvenation" of literature, in particular the early 21st century prose fiction in Poland, Ukraine, Lithuania and Belarus, on its development and the literary sociology of the last two decades? We will ask these and other questions to participants of the discussion from Poland, Ukraine, Lithuania and Belarus.

2021 is the year of anniversaries of great figures of Polish culture. The official patrons of this year became Stanisław Lem and Tadeusz Różewicz. We also want to celebrate centenary of their birth in Lublin. It is also worth remembering that 100 years ago Julia Hartwig was born in Lublin - a writer, essayist, translator, one of the most outstanding contemporary Polish poets. The second part of this year's cultural panel of the Congress will be devoted to these great masters of the word. We invite you to a lecture conducted by prof. Przemysław Czapliński entitled Przyrost zwątpienia: twórczość Stanisława Lema i Tadeusza Różewicza. Przymiarka (Increasing doubt: the works of Stanisław Lem and Tadeusz Różewicz. Intention.) and the presentation of the Różewicz-Lem-Hartwig street art project by Anna Bakiera and Cezary Hunkiewicz.

Notes
The term "intention" should be taken more than seriously. Perhaps one lecture would be enough to discuss a selected poem by Różewicz or a novel by Lem, but not for a synthetic approach to the entire work of one of them. All the more both. My interpretation will therefore cover a modest problem which, I believe, troubled both artists and which they both faced throughout their post-war work. The lecture will be a usurping simplification of infinite complexity because of necessity.

The problem I have chosen has more to do with attitude than with a specific philosophical problem or category. It's about doubts. Fundamental doubt about an existence endowed with meaning. This does not mean that both writers doubted life - the ability to give birth, procreate or create. On the contrary, they doubted their meaningful existence because they experienced an uncontrollable, abundant and immeasurably growing life around them. Perhaps "immensity" is the first key to better understanding the attitude to examined doubt . In fact, immensity, existence without measure means existence that goes beyond all boundaries. It cannot be described, defined, or given values. It is disbanded. Doubts in the works of Różewicz and Lem, in this sense, result not only from the war and the Holocaust they experienced, but also from the inability to define the boundaries that arranged space, giving meaning to separate beings as well as all together.

The project is an interpretation of Tadeusz Różewicz, Stanisław Lem and Julia Hartwig works in the lecture background of prof. Przemysław Czapliński.
According to the authors: "We started with the punctuation point as something and void as its rejection and element of doubt. All writers and poets pose questions, and the possible answers are not very positive". This film by Łukasz Borkowski presents the mural development in Lublin and introduces these three characters. The authors try to present their interpretative story, and at the same time, leave the audience a lot of space for imagination.

Paweł Ryżko. Graduated from the Academy of Fine Arts in Łódź. Painter, muralist, graphic designer. Apart from a number of exhibitions in Poland, his works have also been presented in Miami, Stockholm, Berlin, Prague, Minsk, Paris, Kiev and Budapest. His artistic expression is a platform between urban space art and graphics as well as typography. Co-founder of "Void Projects" international company (with Alex Void) and a member of the Kukugrafika duo created with Sainer (Etam Cru). He designed music publications, incl. "Hammersmith Odeon" by Frank Zapppa. His works have been awarded numerous times, inter alia, at the Polish Poster Biennale and in the Polish Graphic Design Awards competition.

Anna Bakiera. Co-founder and owner of Brain Damage Gallery. Art historian, curator of exhibitions and public space activities. Professionally associated with the Studio of Socially Engaged Art “Rewiry”, the Institute of Art in Public Space and the European Foundation of Urban Culture. Coordinator of international cultural projects. Academic lecturer (history and theory of design). Scholarship holder of the Minister of Culture and National Heritage.

Cezary Hunkiewicz. Co-founder and owner of Brain Damage Gallery. Sociologist, animator, academic teacher. Culture researcher, street art critic, author of texts published in Poland and abroad. This workshop is going to outline good practices in cooperation between young people, youth organisations and local government’s representatives when applying for European Youth Capital – and many more. The workshop will feature efforts by Lublin (EYC 2023), Klaipėda (EYC 2021) and Lviv (shortlisted for EYC 2024). We will also talk about civic engagement and young people’s inclusion in decision-making processes at the local level.

The workshop will be held with young people from Lublin, Klaipėda and Lviv in attendance.

Sempre a Frente Foundation, an initiator in 2019, and co-coordinator of Lublin’s bid for European Youth Capital 2023, will share their insights on the process. The success could not have come, without lengthy cooperation between Lublin's NGOs, the Youth City Council, students, spontaneous youth groups and staff at the Lublin City Hall.

No need to be deceived - we will not run away from technology. It becomes more and more tangible in most spheres of our lives, thus it is demanding to picture culture remaining unspoiled and untouched by modern technology. Lockdown timing has proven how much digital technologies can be beneficial in reaching the audience and at the same time how inadequately prepared we are.
Therefore, we will mainly debate about how to use media in culture and how to adjust its space to people with disabilities.

The seminar will consist of two parts: short lectures and presentations by Piotr Celiński (media expert, digital media scientist), Waldemar Tatarczuk (artist, art curator), Wioletta Stępniak (a deaf teacher, tattoo artist, Polish Sign Language teacher), Monika Dubiel (psychologist, Iberianist, a blind person, accessibility consultant). The second part will be devoted to a discussion on effective solutions for the technology usage in cultural sector.

The CreArt Local Seminar will be held in Lublin as part of the "CreArt. Network of Cities for Artistic Creation" with financial support from the European Commission under the "Creative Europe" programme.

Pandemic, climate catastrophe, geopolitical conflicts, inequalities and economic crises cause enormous social tension, a growing sense of instability and unpredictability of the world. This poses the enormous problem for politics - to prepare a plan for the future. A plan that means breaking with failed systems and proposing sustainable and equitable solutions. Men play a dominant role in Polish foreign policy. In the past 30 years, there is only one woman among the 14 Ministers of Foreign Affairs. Does the absence of women affect Poland's position in the international arena? The cause for talking about Polish foreign policy and comparing it with the feminist foreign policy on the examples of Sweden and Canada, as well as for analyzing the processes of forming Polish foreign policy from the point of view of women's participation in it will be reported by Małgorzata Kopka-Piątek and Iwona Reichardt "Will women save the world".
