The opening panel will refer to the theme of this year's congress: Security and Solidarity. We invited city presidents and mayors from different parts of Europe to participate in the discussion, in order to answer the question of how cities have passed the test of solidarity in the face of the crisis from a broader perspective. The panelists will include a representative of Ukraine – the mayor of Kharkiv, the city which was brutally attacked from the beginning of the war. We will talk with the authorities of the European cities involved in helping Ukraine about their experiences from the first weeks after the outbreak of the war. What was the most important then – humanitarian aid, accommodation, treatment? What are the challenges facing us now – how do we deal with education, work or social integration of our new residents? What does the cooperation with civil society organizations and government administration look like?
And finally – what's ahead? What scenarios do we see for the future and are we ready for them? How to ensure the safety of our residents? How to maintain a spirit of solidarity and sensitivity when the first wave of spontaneous help and commitment has subsided. How will our societies change under the influence of migration processes? How to build effective cross-sector partnerships, and finally how to manage local governments in a time of permanent crisis – when new "black swans" appear in our skies.

The panel will explore unique experiences of the Lublin Committee to Aid Ukraine.
Established five hours after the start of the Russian invasion of Ukraine, the Lublin Committee to Aid Ukraine has been providing support to refugees from Ukraine since February 24, 2022. The Committee has been coordinating cooperation between non-governmental organizations, the City Hall and volunteers. Among other things, the Committee runs a hotline in five languages. the support centre provides legal, psychological, medical and nutritional assistance. It runs a scholarship program, childcare and  jobs opportunities. It also provides humanitarian aid to Ukrainian cities. Thousands of volunteers – mostly Ukrainian, but also Belarusian residents of Lublin – were involved in the work of the Committee.
During the panel, we will talk about its activities. We will summarize the cooperation of local communities and local government in supporting Ukraine and its citizens.

For the world, the European Union, countries, regions and cities, at every decision-making level, medicine and health, along with digital technologies, constitute a priority area of attention and development.
Providing citizens with access to medical services, especially in times of pandemics and war conflicts, with increasingly aging societies and limited resources (primarily in the field of qualified medical personnel) is a challenge that can be met, inter alia, through effective international cooperation and the wise use of available knowledge and resources.
What are the experiences in the field of international cooperation both before and during the ongoing war in Ukraine, how we will use these experiences, what can we offer Ukraine in the process of its reconstruction in the area of medicine and health?
What experiences and competences can medical personnel from Ukraine share with us. To what extent are the processes in healthcare supported and will be supported by new technologies and digital solutions (telemedicine, artificial intelligence, virtual and augmented reality, medical robotics). Can future medicine, thanks to new technologies and consciously made decisions, become medicine without borders? To what extent is it and will it be possible? We will find answers to these questions in the panel dedicated to health care in the context of international cooperation. The panel will be attended by experts in key medical specializations from Poland and from cooperating centers in Ukraine.

Information, including disinformation and manipulation, is now deliberately used for various purposes. It concerns not only political rivalry, economic and media competition, etc., but also conflicts and wars that affect their nature and become one of the foundations of the so-called hybrid activity. Information has been "militarized" (or "armed") and used to influence, shape the attitudes and behaviors of both society and decision-making elites. This is not a new phenomenon, but in the conditions of rapid development of communication techniques, social media, etc. it has a qualitatively new character.

A special example of consistent and effective use of this type of tools is the actions of the Russian Federation. From the Polish point of view, this is one of the key challenges, as Russian disinformation and propaganda activities are largely directed against Poland: their goal is to destabilize Polish-Ukrainian relations (using, in particular, historical insults); they must increase anti-western sentiment in Poland, undermine trust in Western institutions (EU, NATO) and allies (especially the United States); contribute to the destabilization of the internal situation in Poland by strengthening the radical and polarizing sentiments of society (an example is the activities of anti-vaccine communities); and, finally, they must also discredit Poland, build its image as a xenophobic, Russophobic state, and, more broadly, irresponsible and unreliable.

In view of this, it is necessary to take measures at the level of the state, media, local self-government and civil society to build and strengthen the resilience of the state to disinformation, propaganda and manipulative attacks. A broad information campaign is also needed to expose the manipulation and disinformation coming from Russia and to raise public awareness about it (this applies not only to Polish society, but also to other Central European nations).

One of the key factors that enabled the Ukrainian state to function efficiently during the Russian invasion is the continuous activity of both institutions maintaining the state's technical infrastructure (such as railways and municipal services) and administrative structures (state bodies, local governments, and the judiciary). While the former made it possible to meet the current needs of citizens by providing basic public services, the latter, while serving as a “symbolic infrastructure”, turned out to be crucial for ensuring the continuity of the state community based on the rule of law and respect for the principles of democracy and human rights.
The panel will present the Ukrainian Supreme Court and the Patent Office performance during in the time of war. By introducing changes to the existing Ukrainian legal regulations, the stability of their functioning was ensured, also during the ongoing war. The aid offered to Ukraine from Poland was also important for their proper functioning.

"Lublin's eyes through the eyes of a Foreigner"

What the Foreigner sees in the city are not squares, historic buildings, churches and cultural centers, but people's faces... Administration officials, directors, decision-makers at different levels. These are the faces that the visitor look at with special attention to understand new words, the intonation of an already understood but still not their native language, body language, rules of behavior, traditions and much more. For foreigners, the city is primarily represented by people.

The exhibition Lublin’s eyes through the eyes of a Foreigner sums up the Artist's scholarship project, carried out as part of scholarship of the Mayor of Lublin in 2022.

Zmicer Waynowski is a Belarusian photographer, cultural animator, initiator and organizer of many artistic events. In November 2020, Zmicer Waynowski was detained during the weekly “Pensioners’ march”. That was the last time he worked as a street photographer in the streets of Minsk. He was sentenced to 13 days in prison under the infamous Article 23.34 of the Code of Administrative Offences. After serving his sentence, he was subjected to further punishment and repressions and forced to leave the country. He has been living in Lublin since March 2021. He collaborated with Juliusz Osterwa Theatre in Lublin (as a photographer, graphic designer and video producer), Centre for Culture (Artist Residencies the result of which was performance The Exiles), Workshops of Culture and the Lublin City Office (The REM sleep photo exhibition), Center for the Meeting of Cultures. After February 24 this year, i.e. after the start of the war in Ukraine, Zmicer Waynowski cooperates with the Lublin Social Committee to Aid Ukraine.

I watch this city, I get to know it. I saw and fixed spring during the lockdown, a summer teeming with cultural and festival life, and an autumn filled with student youth. During my wandering in Lublin, I changed five addresses, I got to know all institutions dealing with human rights and helping foreigners, and most cultural institutions. The series of photographs entitled Lublin’s eyes through the eyes of a Foreigner consists of portraits of people who are on the first line of contact with foreigners and who perform perhaps invisible but very important work on a daily basis. As a foreigner, I see the role of such people differently. Often it’s my “to be or not to be”. Hope, fear and understanding.

We give the floor to new young residents of Lublin who came to our city from the eastern border. In the theater play they have prepared we will see the image of contemporary Poland and Poles through the eyes of the newcomer like in a mirror. In this meeting with a foreigner, facing stereotypes, prejudices and all kinds of barriers, young people look for a way to dialogue and understanding. The performance of the student Imperial Theater Alina on the other side of the border will become the starting point for a deeper reflection on the situation of foreign youth in Lublin.

The performance attempts to capture the current mechanisms of interaction with a foreigner, on the example of the story of a young Ukrainian woman who came to a Polish city for the first time to study. How does she perceive Polish reality? How does she view Poland, Polish women and Polish men, as well as various social groups? What seems strange to her and what does she sincerely admire about this country? What does he completely fail to understand? The heroine tries to establish contact with the inhabitants of the city. While maintaining relations with her family and compatriots abroad, she tries to seek support among the Poles surrounding her. The scenario was based on sociological research conducted by the authors of the play - interviews with Polish and Ukrainian students on Polish-Ukrainian relations, living together in Lublin, studying, national attitudes and stereotypes, showing how do Polish people view Ukrainians, illustrating the situation of Ukrainian students in Poland, and also based on various cultural texts (blogs, videos, comments on the Internet). From the stage, we will hear fragments of authentic statements by people who talk about what is most important to them: about love, strangeness, looking for their own place under the Polish sun. The play deals with the topic of home, its loss and searching. What is home for each of us? Actors who are directly concerned with this topic will try to answer this question. Each of them had an experience of alienation, looking for happiness elsewhere. But did he find it? We will learn about it from the monologues.

Alina on the other side of the border is a unique research and art project that combines research methods with artistic activities. An important part of the performance is the debate on overcoming cultural barriers, as well as the strategy of building a multicultural dialogue. This project is aimed at introducing positive changes in intercultural relations among students, expanding knowledge about Ukrainian culture, breaking stereotypes and ethnic prejudices.

After the end of the performance, which lasts approximately 45 minutes, the audience will be invited to a discussion entitled Around the intercultural dialogue of young people: foreign students in Lublin.

Russia's aggression against Ukraine affected the entire Ukrainian society and faced many very difficult decisions. Everyone had to find a new role for themselves - join the armed struggle, save themselves by escaping from their place of residence, deal with everyday life after shellings, loss of loved ones or the experience of violence. The war also showed once again that "there is nothing of woman in it". His translation achievements include translations of works by Dante, Petrarch, Michelangelo, Leopardi, Montale, Ungaretti, Luzi, Penny, Pavese, Pasolini. His works are valued for his masterful use of language, emotional charge, the spiritual dimension of his poetry and touching upon even the most complex topics. Mikołajewski's books have been translated into many foreign languages - they have been published in Italy, the United States, Albania, Greece, Lithuania and Ukraine.

Meeting with Marina Hulia

Marina Hulia – Teacher, social activist. Her father is Russian and mother Belarusian, she was born in Ukraine. She has been living and working in Poland for 28 years. She looks after refugees, elderly persons and homeless people. Formerly a consultant of the Ministry of National Education for foreign children’s integration.

In 2020, she received the Father Józef Tischner Award. Winner of the Irena Sendler "Repairing the World" Award. In 2016, at the Belarusian Brest train station, where Chechen families with children camped for months, she founded a democratic school, giving the youngest a substitute for a normal life. Today she creates a mutual assistance system in which people at risk of exclusion help others. Together with refugee families, she takes care of abandoned elderly people in one of the nursing homes in Warsaw. She visits animal shelters and hospices. She supports the professional activation of the homeless from Warsaw's Wola district and builds bird houses with them.

A workshop aimed at deconstructing the feeling of being at home, introducing into such a state of homelessness that the participant would gain alienation from himself. Relinquishing yourself to be at home, putting yourself at the disposal of the Other, will allow you to be closer to yourself and to understand the One next to you. The guest received in this way is "someone other than me, radically different". During the implementation of the proposed tasks, the concept of the Other will be reviewed. The theoretical approaches to cultural studies methodologies are hereby reflected in direct educational activities, which - following Julia Kristeva - will indicate that "Others are in us and we are the Others". Kristeva's philosophy is a philosophy of openness that shifts the center of gravity to the individual - here each "I" is "Other", so there is no such "otherness" that should face injustice and repression.


How to talk to children and young people about difficult things that are happening in the country and in the world - such as war, refugee, migration crisis - using the art of the word? Should children and young people take up topics that arouse heated discussions and polarize societies? How to do it wisely and professionally? In particular, in schools and other educational institutions? What tools does literature provide us in this regard? How can fiction help explain to children what arouses so many controversial feelings in adults, break down barriers and bring other cultures closer? We will try to answer these and other questions during the workshop entitled Others are in us ... as part of the workshops block entitled Books not borders addressed to teachers / employees of educational institutions, culture animators, parents and all those who work with children and youth and / or are interested in the proposed topic.

A month after the start of the war in Ukraine, the Homo Faber Association developed a unique scholarship program for people who ended up in Lublin in connection with its outbreak. The idea of the program arose long before the war and concerned refugees coming from the Polish-Belarusian border. After February 24, a decision was made that the funds would be allocated to support refugees, regardless of the country from which they had to flee. Funds for its implementation were collected during an auction of works by artists organized by the community of Gdańsk activists as well as the Arbuz Association as part of the " Art without borders " campaign. The funds have been allocated primarily to activities aimed at the personal development of scholarship holders, including the payment for artistic or sports activities, participation in professional courses, purchase of necessary equipment, costumes, etc. Half a year after the first recruitment, and also when the fund has run out and we are looking for new solutions for its continuation, we want to sum up this period, give the floor to young people and Ukrainian artists who will present their skills during a chamber concert at the Crown Tribunal in Lublin.

Puławy Science-Technology Park is the project realized in the years 2007-2012 by the municipality of Puławy, co-financed by the European Union under European Regional Development Fund and the state budget under the Operational Programme Development of Eastern Poland for the years 2007-2013. The official opening of the facility took place on 25 May 2012. The value of the project was approximately 78 million PLN, 69 million PLN was co-financed by the European Union.

We will try to talk about how young people, who use the language of culture, help refugees and migrants find themselves in the new reality. We will meet practitioners from various countries who have been supporting those in need for years and expanding the boundaries of dialogue in order to take advantage of their experience in building their own educational and cultural offer.


#CityBeyondBorders

The word "border" in the most literal sense means the same as a dividing line separating two spaces, closing or separating a certain area. In this sense, it is referred to as state borders. In a metaphorical sense, we are talking about personal and social borders, the borders of moral norms, freedom, creative expression, mutual understanding and knowledge. We then refer to certain barriers that people build with each other in their mutual relations and in relations with the surrounding world. We define the limit of our / someone's abilities and patience. Both the literal and figurative meanings of this word contain connotations of division, differentiation, ending, limitations. The border separates something that is already known, native, own, from the unknown, and therefore foreigner and outlanders. Attempts to cross borders evoke resistance and negative emotions. However, this crossing, going "beyond ourselves", beyond what we have and know, breaking the limits of our own abilities and achievements, is the basis for growth, development and creation. Only when we go beyond ourselves, closed to the needs of others we do become truly free. Being beyond borders becomes the realization of the highest form of love and freedom – positive freedom and negative freedom.

On February 24, 2022, in the east of Ukraine, the borders of a free sovereign state, democracy, European and human values were brutally violated. Once again after 2014. At the same time, the countries on the western side began to consistently open their borders, showing solidarity, extending a helping hand, giving shelter and hope to millions of refugees from Ukraine - as befits good neighbors. At the same time, the situation on the border with Belarus remained unchangingly dramatic. When most of the population rushed to help their eastern neighbors, in the border forests a few hundred kilometers away, adults and children from countries geographically and culturally remote that also had suffered from war and violence were freezing. It is impossible not to notice this duality – borders that could not be crossed.

#CityBeyondBorders – such a slogan will accompany this year's cultural part of the Congress, which is organized in the month when we celebrate the International Empathy Day. At a time when several million refugees from Ukraine, Belarus and other countries torn by war or a totalitarian regime came to Poland and other Western European countries in a very short time, joining the large group of immigrants already living here, the topic of inclusion, and in particular through culture, it becomes more relevant than ever. Cultural activists – all those who work in culture believe in its ability to change life and the world, connect and include, integrate, and promote cultural and social dialogue. It is difficult to imagine the process of integration without participation in broadly understood culture. We also live in times of increasing challenges and threats to the freedom of creativity and artistic expression, in the conditions of the prevailing tendency to close ourselves within our own boundaries – both literal and metaphorical, and therefore we want to investigate them: look at them from different sides and try to cross them with the language that is best suited for it – the language of art (through word, image and sound).

Lublin is the first city in Poland to be the European Youth Capital in 2023. It is an award and a challenge at the same time - what kind of city Lublin is for young people and what does it aim to be? TOGETHER we want to develop concepts for youth policy, programmes, and activities supporting civic participation. It will enable young people to shape their dream city.
What do we need a youth policy for? Let us consider this issue on a national and local level. If the politics is not a response to the real needs of youth and people managing the city, commune, or country, will it change anything?
At the same time, there will be issues about opportunities and challenges, about how to shape it in order to give utmost, multi-dimensional benefits. What tools do we need to create and implement youth policy? What should young people contribute for such policy to be created deliberately and to include their real needs and expectations?

What happens when the dream destination turns out to be different from the one we've been told about?
And the country we dreamed of as a refuge, a place of open possibilities and peace, refuses to accept us?
How does the time pass when the temporary becomes infinite, days turn into weeks, weeks into months, and finally the temporary becomes everyday life?
What does it mean to wait, what is it like to lose hope and feel the fear?

Starting from the images and stories of people migrating to Europe, we will consider what is universal in the experience of people on a forced journey.
Inspired by cultural texts, we will talk about what is happening on the Polish-Belarusian border and on other borders of Europe. Together, we will think about the language of the images and words with which we describe these events and experiences, and how these, in turn, shape our perception and understanding of migration.
We will invite young people to participate in performative exercises and open discussions. Through our creative activity, we will talk about migrations in the context of socio-political events in the world, while referring to our own experiences and biographies. We will focus on literary, theatrical, film and photographic inspirations as well as on theatrical tools to describe the experience of migration.

We will consider how cities / local communities can become a safe space for development, create the right conditions for those who had to leave their home country due to war, political regime, depriving of the right to vote and the possibility of creating. Freedom of artistic expression is one of the fundamental freedoms, next to freedom of expression, information and communication. Art, on the other hand, is one of the best places to promote peaceful dialogue. Artists have unique tools to positively and powerfully influence on changes in condition their voices are heard. We will invite representatives of international networks, organizations advocating artistic freedom and providing legal protection to artists to talk about tools that can be used in cities and countries to build solidarity and cooperation for the sake of freedom creation.

A panel is devoted to the profile and publications of professor Bohdan Osadczuk combined with the promotion of the book "Confessions of the Ukrainian Polonophile", which is the 28th volume of the series "In the circle of the Parisian CULTURE" published jointly by the Literary Institute in Paris and the Literary Research Studio of the Maria Curie-Skłodowska University in Lublin.
The texts were selected and edited by Basil Kerski. He wrote the introduction and the epilogue was written by Prof. Iwona Hofman.
The volume contains the author's most important and up-to-date texts written for the ‘’Paris-based Kultura”, divided into two chapters: Cold War Time and Time of Revolutionary Changes in Europe after 1989. Readers will also find in the book two interviews that Kerski conducted with B. Osadczuk in 2003 and 2007.
The author, one of the pillars of the Ukrainian point of view in the political thought and journalistic style of "Kultura", created a surprisingly accurate analysis of the relations between Poland, Ukraine, Russia and Germany, very relevant at the present time of Russia's aggression against Ukraine.

Leopold Unger Scholarship is a nationwide scholarship program, initiated by the Patron's family and established by the Maria Curie-Skłodowska University in Lublin in 2013. Every year, young journalists and adepts of journalism - students of all faculties and levels of education, are awarded a financial award for a journalistic work and scholarships in the form of internships in the editorial offices of the Polityka weekly, newspapers Gazeta Wyborcza and Le Soir and the press office of the Economic Forum in Karpacz.
The Chapter, which includes, among others: Zygmunt Berdychowski, Jarosław Kurski, prof. Jacek Purchla, prof. Adam D. Rotfeld, Marian Turski, The Unger Family, rewards young journalists who practice quality journalism, using the models of the Patron of the Award, who was a commentator on Central and Eastern Europe, including in the Paris magazine Kultura and Radio Free Europe.
The laureates of the 10th scholarship award ceremony are: Julia Bogucka, Ewelina Dernoga, Barbara Gregorczyk, Marcin Celmer, Jan Jęcz, Filip Kozłowski, Luiza Wieczorek.

Prof. Adam Daniel Rotfeld PhD – dealt with the theory and practice of international law, security and human rights, conflict solution, arms control and disarmament.
Former Minister of Foreign Affairs of Poland(2005); Co-Chairman of the Polish-Russian Group on Difficult Matters (2008-15); Commissioner of the Euro-Atlantic Security Initiative Commission.
Director of the Stockholm International Peace Research Institute (SIPRI) in 1990-2002; member of the UN SG’s Advisory Board on Disarmament Matters in 2006-2011 (chaired the ABDM in 2008) and the NATO Group of Experts (Wisemen Group) on a new Strategic Concept of Alliance - NATO 2000. At the OSCE Ministerial Council (Basel 2014) appointed by the Swiss President a member of the High Level Panel of Eminent Persons on European Security who produced the Report: Back to Diplomacy (2015).
Published more than 20 monographs and about 450 articles, studies and essays.

We will talk about what freedom is, how to understand it in the context of law? Can you talk about cultural freedom? What is security and how can we feel it? Conversations are based on the book "10 stories about demolishing walls".

Workshop: On the basis of the book “10 opowiadań o burzeniu murów” (“10 stories about tearing down the walls”) we will talk about our own needs and the limits of freedom and security. In a group process, we will make common decisions and build a bridge of common values on them.

Loesje – Creative Writing Workshops which give an opportunity to get to know Loesje, its ideas and the way it works. It is a collaborative writing of short texts that shows how to use the ambiguities of language to express one's thoughts in the form of unconventional effectively, concise slogans.
Workshops allow you to go beyond the usual language patterns, effectively stimulate the imagination and activate creative thinking. During the workshop, we will analyze the linguistic messages from social media and we will
transform "what was criticized" into “what we managed to do”. As a result, slogans will be created by young people which will be written in the form of typographic banners. Knowledge of Polish is required to participate in the workshop.
